Summary
- Editorial cartoon shows a scene of a sinister-looking panther, labeled "Wiretapping evils," being released from his cage. Two men crouch on top of the cage. One man, labeled "Legalization proposals," throws a hat, labeled "Official watchdog," at the animal. As he does, he smiles and says to the other man, who is a bit dismayed, "This'll make him a fine, useful animal." A debate was held on NBC on July 8th, in which the pros and cons of wiretapping were discussed.

With his depiction of the uncaged panther, Block warned against the Kennedy administration's expression of support in July of 1961 for legislative proposals to permit federal wiretapping related to threats to national security, kidnapping, and serious federal crimes.
