  • Cartoon shows Uncle Sam placing a restraining hand on the shoulder of an angry man holding a newspaper with the headline, "Japs Sink U.S. Ship." Uncle Sam says, "Steady, Old Man! This is no time to get excited." On December 12, 1937, in the course of their attacks on Chinese coastal cities, Japanese aircraft bombed and sank the U.S. gunboat Panay anchored off Nanking in the Yangtze River. Two Americans were killed, and there were demands for war from the outraged American public. President Roosevelt, realizing that the U.S. Navy was not ready for military action, sent an strong note, and the Japanese eventually apologized profusely and paid an indemnity of $2,214,000.
