- Editorial cartoon shows a disheveled Senator Everett M. Dirksen labeled "Phony 'Prayer' Campaign", dressed like a tramp and carrying a large axe labeled "Anti-Reapportionment" behind his back, standing with two brutish men crouched behind him like snarling dogs, one carrying a shotgun and the other carrying a club, as he addresses a man possibly at the entrance to the United States Supreme Court. His cohorts are labeled "Anti-Supreme Court" and "Anti-Equal Rights".

- - Caption label from exhibit "Herblock Looks at 1966": By depicting Senator Everett Dirksen as an ill-kempt and buffoonish tramp wielding an axe and accompanied by armed men, Herblock made it clear that in his opinion the introduction of a school prayer amendment was only a distraction from the senator's real legislative agenda. Dirksen wanted to base states' senatorial representation on the "federal plan," which favored equal distribution across geographic areas and reduced the electoral pull of growing urban centers. Neither bill succeeded.
