- World War II cartoon shows Hitler in a tank bristling with guns advancing toward an old-fashioned wooden stockade made of posts labeled "Tweedle Dee" and "Tweedle Dum." Manning the stockade are four men in 19th century military uniforms, labeled Schwellenbach, Lucas, Bone, and Bailey, all brandishing books labeled "International Law" as weapons. They are commanded by a leader, labeled "Johnson," who gives the old order, made famous in the American Revolution, "Don't shoot, boys, until you see the whites of his eyes." After the Germans overran much of western Europe in the spring of 1940, Senator Claude Pepper introduced a resolution giving the President authority to sell or transfer war material not needed by the United States to the Allies. The resolution was opposed by Senators Lewis B. Schwellenbach, Homer T. Bone, Josiah Bailey, and Scott Lucas, as well as isolationists such as Senator Hiram Johnson, as a violation of international law. Berryman suggests that if Hitler turns his attention on the United States, international law will be of little assistance.
