- World War II cartoon shows President Roosevelt seated at a table smiling broadly, surrounded by members of his administration. They include War Production Board Director Donald M. Nelson, Office of Price Administration Chief Leon Henderson, Assistant Attorney General Thurman Arnold, Secretary of the Interior Harold Ickes, and Secretary of Agriculture Claude Wickard. Each man holds a paper reading "President Orders Subordinates to Stop Talking," and each points to the man at his right saying, "It will be good for the country to put the quietus on that fellow, Mr. President." Roosevelt's wartime administration was full of brilliant individualists who feuded among themselves over the adoption of their own programs and pet policies. On August 21, 1942, Roosevelt sent a letter to all departments, ordering them to stop quarreling in public. It was the president's own policy of appointing competing and overlapping officials, however, that was primarily responsible for the confusion. Berryman's drawing recalls the famous 19th century cartoon by Thomas Nast, showing members of Boss Tweed's Ring, standing in a circle, pointing the finger of blame at each other.
