- World War II cartoon shows Secretary of the Treasury Henry Morgenthau giving advice to two pole vaulters: Uncle Sam (labeled "U.S.") and an old gentleman in a white wig (labeled "D.C."), saying, "If you use these poles, you can make the higher jump." The poles are labeled "10% of income for War Bonds." One hurdle has a high bar labeled "National Quota for May, $600,000,000," and a lower one labeled "$437,000,000. Average Monthly Sales in the Past." A second hurdle has a high bar labeled "D.C. Quota for May $6,178,000.00," and a lower one labeled "$4,553,000. Average Monthly Sales in the Past." The cartoonist's signature small bear says, "You better jump it voluntarily, boys -- or else!" More than half of the funding for the war came from government borrowing, some of it through massive war bonds campaigns. Berryman generally depicted the District of Columbia as an 18th century colonist to protest the fact that residents of the District had no vote.
