  • World War II cartoon shows Uncle Sam, sick in bed with an illness labeled "Rubber Shortage." His frantic attendants rush in with various solutions. Congress, as a nurse, takes his temperature; President Roosevelt brings a bottle labeled "Extension of Scrap Rubber Campaign"; Office of Price Administration Head Leon Henderson carries a bottle labeled "Local Gas Rationing"; and Secretary of the Interior Harold Ickes carries a "White House Doormat." Meanwhile, a large bottle labeled "National Gas Rationing to Conserve Tires" sits unnoticed in the corner. Because Japan had gained control of 90% of the crude rubber sources in the Far East, rubber was one of the first raw materials to be in short supply. Various remedies were instituted including gas rationing on the East Coast and scrap rubber drives. Ickes was even reported to have stolen the rubber door mat from the White House to contribute to a scrap rubber collection center. Roosevelt was reluctant to take a measure so unpopular as limiting gas, but he finally ordered nation-wide gas rationing in December 1942.
