- World War II cartoon shows John Q. Public (labeled "Taxpayer") as an alarmed patient on an operating table, surrounded by doctors holding large knives. Secretary of the Treasury Henry Morgenthau's knife is labeled "Reduced Income Tax Exemptions," while Senator Walter George, Chairman of the Senate Finance Committee, holds a knife labeled "Forced Savings Plan." Congressman Albert Gore, a member of the House Banking and Finance Committee, looks on in concern. Morgenthau says, "Wouldn't you like to use this one? It cuts deeper," while George says, "I think you'd better let us use this one -- it cuts off more but it doesn't hurt as much." The problem of raising money continued throughout the war. In May, Morgenthau proposed raising taxes by reducing the personal exemptions for the income tax. George, on the other hand, suggested withholding 5% of personal income to be invested in war bonds. Berryman, whose sympathies generally rested with the members of the general public, suggests that the government will probably use both techniques.
