- World War II cartoon shows Senate Majority Leader Alben Barkley, dressed as Santa Claus, carrying a sack labeled "Four Billion Dollar Mustering Out Pay for Soldiers," talking to Robert Doughton, Chairman of the House Ways and Means Committee and Walter F. George, Chairman of the Senate Finance Committee, who are chopping up logs labeled "Two Billion Dollar Tax Bill." By the end of 1943, when it began to appear that an Allied victory would come eventually, the government turned its attention to the problems of discharging a massive military force. At President Roosevelt's urging, Barkley introduced a bill to provide discharge pay for veterans. With some modification, the Senate passed it in December 1943. Berryman suggests that those congressmen struggling to pass an additional tax bill for $2 billion dollars for the war effort probably wish that their legislative efforts were as easy.
