- World War II cartoon shows National War Labor Board (NWLB) members Wayne L. Morse and William H. Davis preparing to eat an enormous piece of pie, labeled "Coal Dispute." The table also hold three other pies labeled "Unfinished Cases." Pointing to several other pies labeled "All Other Labor Disputes," Morse tells the waiter, John Q. Public, "We want those, too." The NWLB was established in 1942 to settle labor disputes in the war industries. In the spring of 1943, while heavily involved in trying to arbitrate major disagreements in the coal mining sector, Morse announced an opinion extending jurisdiction of the NWLB to all industries, even if not directly linked to war. Berryman suggests the board is already over-extended trying to handle its original mandate.
