Summary
- World War II cartoon shows President Roosevelt as a policeman stopping a large truck labeled "New Tax Program" driven by House Ways and Means Committee Chairman Robert Doughton, to allow a little boy (shown as John Q. Public and labeled "Taxpayer") to pull a small wagon of papers labeled "3rd War Loan" across the street. A frightened woman (labeled "Morgenthau") covers her eyes. In September 1943, Secretary Henry Morgenthau and the Treasury Department launched the 3d War Bond Drive and the President spoke out strongly endorsing the effort. At the same time it was reported that the House Ways and Means Committee was meeting to draft a new tax bill. Berryman suggests that Roosevelt is promoting the War Loan to keep the public from being frightened from purchasing bonds by the threat of new taxes. Actually it was Morgenthau who was proposing new taxes ($12 billion) while Doughton eventually only agreed to a little more than $2 billion.
