- World War II cartoon shows Senate Foreign Relations Committee Chairman Tom Connally talking to Senators Lister Hill, Carl A. Hatch, Harold H. Burton, and Joseph H. Ball. He holds a sheet of paper labeled "Foreign Relations Subcommittee Resolution" and tells them, "This may not be as good as your resolution, boys, but I think it's the best we can get. And down where I come from the folks say that half a loaf is better than none." The question of whether the United States should take part in an international government after the war was an extremely controversial issue, especially since the U.S. had refused to take part in the League of Nations. In March 1943, Senators Hill, Hatch, Burton, and Ball had introduced a resolution calling for a permanent United Nations organization. That fall, the Senate passed a watered-down version calling for the U.S. to participate in establishing international postwar machinery "to prevent aggression and preserve the peace."
