- World War II cartoon shows Senate Foreign Relations Committee Chairman Tom Connally handing a scroll labeled "United Nations Charter" to Senate Majority Leader Alben Barkley and saying, "Twenty members of the committee say it's O.K., and I think we can count on Murray and Shipstead, but I don't know about Hiram." A disgruntled Senator Hiram Johnson sits on a chair in the background. The United Nations Charter was signed in June 1945 and approved by the Senate Foreign Relations Committee a few weeks later with only three abstentions: Senators Hiram Johnson, James Murray, and Henrik Shipstead. By the end of July, the Charter had been ratified by the Senate, in marked contrast to the slow death dealt by the Senate to the League of Nations Charter after the first World War. Johnson, however, remained irreconcilable, voting against the UN Charter as he had the League Charter in 1919.
