  • World War II cartoon shows Senate Foreign Relations Committee Chairman Tom Connally handing a scroll labeled "United Nations Charter" to Senate Majority Leader Alben Barkley and saying, "Twenty members of the committee say it's O.K., and I think we can count on Murray and Shipstead, but I don't know about Hiram." A disgruntled Senator Hiram Johnson sits on a chair in the background. The United Nations Charter was signed in June 1945 and approved by the Senate Foreign Relations Committee a few weeks later with only three abstentions: Senators Hiram Johnson, James Murray, and Henrik Shipstead. By the end of July, the Charter had been ratified by the Senate, in marked contrast to the slow death dealt by the Senate to the League of Nations Charter after the first World War. Johnson, however, remained irreconcilable, voting against the UN Charter as he had the League Charter in 1919.

All images can be viewed at a large size when you are in any reading room at the Library of Congress. In some cases, only thumbnail (small) images are available when you are outside the Library of Congress because the item is rights restricted or has not been evaluated for rights restrictions.
      As a preservation measure, we generally do not serve an original item when a digital image is available. If you have a compelling reason to see the original, consult with a reference librarian. (Sometimes, the original is simply too fragile to serve. For example, glass and film photographic negatives are particularly subject to damage.
