- World War II cartoon shows Montgomery Ward head Sewell Avery happily dreaming that soldiers (with trumpets and drums) are carrying James Petrillo, President of the American Federation of Musicians out of his headquarters. Attorney General Francis Biddle, dressed as a drum major, watches. During the war, the government tried to control labor relations in order to promote the production of war materials and restrict inflation. In April 1944, Avery refused to obey a government order to recognize a union, and the government sent soldiers, under the direct supervision of Biddle, who carried him bodily out of the building. A photographer snapped a picture which appeared on the front pages of newspapers all over the country. In June 1944, Petrillo defied with impunity a government order to abandon a ban on making phonograph recordings until his musicians received royalties. Berryman and much of the general public sympathized with Avery, feeling that labor was able to get away with disobeying the government while business was not.
