  • Nishi Amane (1829-97) studied in Osaka and in Edo (present-day Tokyo), where he learned English and Dutch, and was an instructor at the Bansho Shirabesho (Institute for the Study of Barbarian Books). He had studied in Holland during the Bakumatsu (the final years of the Edo period) in 1862-65. On the recommendation of Katsu Kaishu (1823-99), Nishi served at the Ministry of Defense and the Ministry of the Army and worked as an adviser to Yamagata Aritomo (1838-1922). He played an important role in the building of a military system in Japan by contributing to the enactment of the Conscription Law, promulgated in January 1873 by the new Meiji government, and to the drafting of Gunjin Chokuyu (Imperial Rescript on Soldiers and Sailors). The document presented here is believed to be based on research about the French military system, undertaken to help decide on the size of the Japanese army during the enactment of the Conscription Law. It includes such data as the numbers of troops stationed in Paris and other regions. The document is from the papers of Nishi Amane in the collections of the National Diet Library. Nishi was also an Enlightenment thinker who participated in Tokyo's intellectual life, became a member of the Chamber of Elders, and later of the House of Peers.
