  • Hearing before the Senate Committee on Public Lands (Sixty-third Congress, First Session) on H.R. 7207, a bill "granting to the city and county of San Francisco certain rights of way in, over, and through certain public lands, the Yosemite National Park and Stanislaus National Forest, and certain lands in the Yosemited National Park, the Stanislaus National Forest, and the public lands in the state of California, and for other purposes." This is the Raker Bill, which eventually became the Raker, or Hetch Hetchy, Act, granting the city of San Francisco the right to dam the Hetch Hetchy Valley as a reservoir. This was the last of several Senate hearings held on this contentious issue between 1909 and 1913. The hearing took place on September 24, 1913. One of the speakers in favor of the bill was its sponsor, Rep. John E. Raker. Among those in opposition were proponents of conservation, such as Robert Underwood Johnson, editor of Century magazine, and representatives of other jurisdictions that wanted to use the water from the Tuolomne River themselves.
