- On October 7, 2023, Israel experienced a coordinated brutal attack by Hamas. The attack resulted in the killing of over 1,200 Israelis and nationals of other countries, including the U.S., and the taking of about 250 hostages of various nationalities. Israel’s military issued a declaration of war, followed shortly by a government declaration of war and a special situation on the home front. The declarations enabled the immediate recruitment of reservists and the adoption of emergency measures to protect the public. This webinar addressed Israeli legislative and judicial developments in the context of the war, including the extension of reservists’ service and the adoption of temporary rules regarding detention of terrorists who do not qualify as prisoners of war under international humanitarian law. Regulation of cyber security and surveillance, as well as restrictions on consumption of terrorist publications and on operations of foreign broadcasters were also discussed. In addition, the webinar focused on measures adopted to protect employment rights of reservists, hostages and Israelis evacuated from their homes because of the war.
