Bryant Named Director of Planning, Management, and Evaluation

Dr. Billington has announced the appointment of Thomas Bryant as director of the Planning, Management and Evaluation Directorate for the Library. He assumed his duties on June 30.

"Mr. Bryant is a welcomed addition to the management team. He will work closely with the Strategic Planning Committee and the Financial Services Directorate to establish the Program, Management and Evaluation system," said Dr. Billington. The overall responsibility of the director is to implement, manage and administer the planning and program performance review components of the Library of Congress Planning, Programming, Budgeting and Execution System (PPBES). The program performance review component is a mechanism used for regular review of program and budget execution to ensure that the Library's mission, goals and objectives are being accomplished in the most effective and efficient manner.

"Tom Bryant is widely regarded as a dynamic leader who gets things done and brings out the best in those with whom he works," said Deputy Librarian Donald Scott. "He has successfully managed the Programming, Budgeting and Execution System both in the military and as a civilian."

Mr. Bryant is a native of Baltimore. He graduated from Morgan State University with a Bachelor of Arts degree in mathematics (1963), received his master's in computer science from Kansas State University (1976) and studied at the Army War College (1990). During his 30 years with the U.S. Army, he held various command and staff positions, including company commander in Vietnam; assistant professor of military science at Michigan State University; staff officer, mobilization for the Joint Chiefs of Staff, and an inspector general at the Pentagon. He retired with the rank of colonel in July 1993.

He has worked since 1994 as program manager and director of operations with Automation Research Systems in Alexandria, Va.

Mr. Bryant will report directly to the Deputy Librarian of Congress.
