NAME: Adding Subfields $0 and $1 to Field 658 of the MARC 21 Bibliographic Format

02/01/23 – Results of MARC Advisory Committee discussion: There was strong general support for the paper. In a straw poll, the committee voted in favor of processing the paper as a Fast-Track proposal. The paper was referred to the MARC Steering Group for final processing and approval as a Fast-Track proposal.
Much work has been done already to aid in capturing URIs in MARC authority and bibliographic records. Subfields $0 (Authority record control number or standard number) and $1 (Real World Object URI) have been added to numerous fields (see for example Marc Proposals No. 2017-08, 2019-03, 2020-FT02, 2020-FT03, 2021-04).
Unlike most other 6XX subject access fields, to which subfields $0 and $1 were added following the approval of MARC Proposal 2017-08, field 658 (Index Term - Curriculum Objective) does not yet support subfields $0 and $1, and it is therefore not possible to link curriculum objective subject entries to an RWO URI. In order to increase compatibility with linked data design principles, MARC records should be able to hold URIs where they are available.
The Norwegian Ministry of Education (UDIR) has established URIs for their national curriculum codes, and other educational bodies may soon follow suit. Adding subfield $1 to field 658 would allow MARC records to support the identifier and IRI recording methods for the subject element in the RDA Toolkit. This linkage would be of value especially in countries where more than one official language is used across catalogs, and it would also allow information valuable for selecting material such as subjects being superseded by other subjects or removed from the national curriculum.
We would also suggest that subfield $0 be defined, as other educational bodies may opt for non-URI identifiers for their standardized curriculums.

Adding $0 and $1 to 658 could reduce the data loss in BIBFRAME to MARC conversion.
