Bishop Ramírez de Fuenleal, who had been bishop of Santo Domingo and president of the audiencia there and later president of the second audiencia of Mexico, was now bishop of León and president of the audiencia of Valladolid. Here he gives his lengthy and detailed opinion concerning the written articles which had been distributed.
