It recommends a thorough overhaul of Spanish naval strategy and new arrangements to protect communications and the transport of bullion from America to Spain. Although it concentrates upon the defense of the Pacific coast of South America (all the way from the Strait of Magellan to the Isthmus of Panama) and the defense of its commerce, it includes suggestions relating to the ports on the Atlantic coast as well.
