Agency and Organization Knowledge

Federal Laws and Regulations - BASIC
Will gain knowledge of federal laws, regulations, and policies applicable to federal libraries. Additional topics will include the Federal Acquisition Regulations (FAR) and subordinate regulations, intellectual property laws and guidelines, and the Freedom of Information Act (FOIA).

Agency’s Regulations, Policies and Guidelines – ADVANCED
Will gain knowledge, skill or ability to understand and apply agency regulations, directives, standards, and policies applicable to the library; understand and apply the agency’s equal employment opportunity (EEO) and diversity regulations, policies, and guidelines; understand and apply the agency’s property accountability regulations and guidelines; understand and apply the agency’s security classifications, data protection, and access policies; understand and apply the agency’s records management regulations and policies; understand and apply customer access and privacy policies; understand and apply information policies and products of external entities related to the home agency; understand and apply agency Information management or Information Technology policies, procedures, and regulations. 

Agency and Organization Context and Culture - EXPERT
Will gain knowledge, skill or ability to interpret agency or organization mission, goals, programs, initiatives, and structure;  anticipate and plan for issues and trends relating to the future direction of the agency or organization; assess and explain agency or organization’s role within the federal government, its relationships with other government entities, and their impact on the library; assess and plan for emerging issues and trends relating to the home agency or organization publications and information products; assess and describe key internal and external stakeholders and their impact on the library; assess and plan for external environments, cultures, and trends and their impact on the agency or organization; interpret, explain or propose interagency and government-wide library initiatives and programs.

Collection Acquisitions - BASIC
Will gain knowledge of federal laws, regulations and guidelines for acquisitions practices and procedures, library acquisition policies and procedures, and trends in information formatting, production, packaging, and dissemination.

Collection Development  – ADVANCED
Will gain knowledge, skill or ability to interpret, explain, and apply theories, principles, and standards in the life cycle of library collections; interpret, explain, and apply the principles and practices of collection development and collection development plans; use bibliographic resources in collection assessment and development; understand how publishing and information industry trends and changes affect collection assessment and development; explain the library’s collection development plans and policies; interpret, explain, and apply collection evaluation and assessment tools.

Collection Development - EXPERT
Will gain knowledge, skill or ability to create, evaluate, review and modify library collection development plans and supporting policies; evaluate and select standard and nonstandard bibliographic resources; modify and adapt collection assessment and development in response to changes and trends in the publishing and information industry; modify and adapt collection assessment and development in response to changes and trends in the needs of the organization; validate, justify, and defend the library’s collection development plans and policies; influence trends and changes in the publishing and information industry; evaluate and justify exceptions to the library’s collection development plans; evaluate and select standard and nonstandard collection assessment tools; discover uses of emerging technologies for collection management.

Content Organization and Structure

Resource Description - BASIC
Will gain knowledge of theories, principles, and techniques of information organization; established cataloging, classification, metadata, and other content description standards and protocols, and non-descriptive metadata standards, including technical, administrative, and structural standards; concepts and practices of customer participation in content descriptions; OCLC and other bibliographic databases and tools; schemes and protocols for existing resources or formats; principles and practices of indexing and abstracting, crowd-sourcing, user-tagging, and social and collaborative technologies to gather descriptive data. 

Controlled Vocabularies, Taxonomies, Thesauri, Ontologies – ADVANCED
Will gain knowledge, skill or ability to apply principles, standards, and protocols for thesauri, taxonomies, and ontologies; interpret, explain, and apply principles and practices for identifying common words and concepts of a domain; national and international standards (e.g., ANSI/NISO and ISO) for creating thesauri and ontologies; library policies and procedures for taxonomies, thesauri, and ontologies; select and apply crosswalks among and tools to build, maintain, and display taxonomies, thesauri, and ontologies.

Information Architecture/Content Structure/Design/Dissemination - EXPERT
Will gain knowledge, skill or ability to evaluate and select or create, and design the schema and protocols for, library content management structures and systems; evaluate and adapt the principles and practices of search engine optimization (SEO); create, evaluate, or modify library or organization findability, semantic web, HTML, XML, RDF and other encoding practices and techniques; evaluate, modify and adapt linked data techniques; formulate and evaluate library or organization goals, competitors and benchmarks for delivering information to customers and stakeholders; create, evaluate, or modify library or organization, policies, and practices in response to customer needs in content organization,  web design and best practices of usability; evaluate and modify taxonomies, thesauri, and ontologies in search, browse, and navigation applications.

Will gain knowledge of knowledge management (KM) principles, theories, and methodologies.

KM Methodologies – ADVANCED
Will gain knowledge, skill or ability to explain and apply knowledge sharing techniques, knowledge assessment knowledge assets, and knowledge retention; KM best practices; narrative, storytelling, and interviewing techniques; knowledge (concept) mapping; and human computer interaction (HCI) techniques.

Resources, Search Strategies, and Tools – ADVANCED
Will gain knowledge, skill, or ability to compare and select diverse approaches to research analysis and development of search strategies to maximize information retrieval; interpret, explain and customize Internet and library reference and research products, services and programs; interpret and explain the authority, veracity, and utility of specific information resources and data collection methodologies; understand the attributes and use of specialized or non-standard information resources; adapt and use current and emerging technologies and information resources for reference and research.

Business Processes - BASIC
Will gain knowledge of federal, agency and organization laws, regulations, and guidelines for accounting of funds and procurement systems; principles of library financial management, including planning and budgeting, library licenses and other agreements.

Program and Project Management - BASIC
Will gain knowledge of program or project management principles, methodologies, and practices; project procedures, workflow processes, and requirements; and standard program or project management documentation.

Best Practices and Evaluation – ADVANCED
Will gain knowledge, skill or ability to interpret, explain, and apply theories and principles of library science, information content management and scholarly communications, library best practices, benchmarks and norms, tools for evaluation of library products, services, programs, and systems, and recommendations or results of advisory committees or champions.

Professional Development – ADVANCED
Will gain knowledge, skill or ability to distinguish the roles and missions of library and information science and related professional associations; identify the professional implications of issues and trends in library and information science and related professions; interpret, explain, and use library educational and professional development initiatives and programs.

Program Development and Outreach – ADVANCED
Will gain knowledge, skill or ability to apply the principles and practices of program and event planning and development; outreach to existing and potential clienteles; recognize and use alliances and collaborative relationships in program development and outreach; and identify and distinguish existing and potential clientele.

Public Relations and Library Promotion – ADVANCED
Will gain knowledge, skill or ability to explain the value of library programs, products, and services; apply the principles and practices of customer satisfaction surveys or studies on customer attributes and demographies, marketing research to library products, services, and programs, and customer relations management; implement library marketing plans and select promotional materials; explain and apply social media and mobile technologies. 

Supervision and Human Resources – ADVANCED
Will gain knowledge, skill or ability to interpret, explain, and apply Federal personnel laws and agency regulations and policies in the recruitment, training, supervision, development of library staff and team-building; select and apply personnel performance measures; apply principles of staff development, coaching, and mentoring; monitor and implement staff training programs.

Research Funding and Publication - EXPERT
Will gain knowledge, skill or ability to evaluate outcomes of scientific, technical, or social science research principles and methodologies; evaluate and select or justify research funding sources; evaluate and select grant writing techniques and methods, proposed research projects, and grant proposals; teach grant writing techniques and methods; evaluate, create, and adapt research design methods, concepts and principles, reporting or publication methods.

Strategic and Operational Planning - EXPERT
Will gain knowledge, skill, or ability to create and articulate a vision for the library; develop, evaluate, justify and adapt managerial, strategic, operational, and long-range plans for the library within the organization’s plans and in relation to an agency division’s national interests; design, justify, and manage the library’s Continuity of Operations Plan (COOP) and risk management programs; evaluate and synthesize customer needs in strategic planning and resource allocation; evaluate and select Return on Investment (ROI) methods and processes and advocate and justify Return on Investment (ROI) to stakeholders; and formulate, calculate, and assess Return on Investment (ROI) of library programs, products, and services.
