  • -  Caption label from exhibit Down to Earth: In 1995, Herblock objected to legislation introduced by the House to alter the Clean Water Act and defer to industry and special interest groups. The 1974 act authorized the Environmental Protection Agency to limit pollutants in the water. The bi-partisan 1995 measure, had it gone forward, would have exempted certain industries from cleaning waste water prior to discharging it into public treatment facilities and permitted more development on wetlands. The Clinton administration successfully fought the proposed legislation.

All images can be viewed at a large size when you are in any reading room at the Library of Congress. In some cases, only thumbnail (small) images are available when you are outside the Library of Congress because the item is rights restricted or has not been evaluated for rights restrictions.
