- World War II cartoon shows President Roosevelt as the headwaiter serving a large cup of coffee to an enthusiastic Uncle Sam, saying, "Plenty of sugar on the way, sir." Three dissatisfied waiters in the background: Office of Price Administration head Prentiss M. Brown, Secretary of the Treasury Henry Morgenthau and Secretary of the Interior Harold Ickes complain. Brown says, "Look at him -- serving the coffee himself and giving out the sugar. All he lets me do is tell a guest what he can't have." Morgenthau agrees, "I know how you feel, Bud. He orders the dinner and then makes me collect the bill." Ickes adds, "I'll bet he'll be the one who fills up the gas tank, too, and drives him home." Brown, Morgenthau, and Ickes, responsible for many of the restrictions on consumer products and the rise in taxes, necessary for the conduct of the war, were the frequent targets of popular criticism. Many observed that Roosevelt, concerned to protect the personal popularity that he felt was necessary for him to continue to provide war leadership, was not slow to let others take the blame.
