• -  正文額題"六部則例全書"，下無署名。正文前有康熙五十五年鄂海序，纂輯則例記言，定例總目，處分總目。鄂海序云："嗣奉命總制兩湖，復移秦蜀。凡皇上欽定各案有關國政；有闡律文者，逐為登記，彙為一書。既備而不漏；又簡而不紛，僭名曰《則例全書》。敬梓之，以公吾寮屬。" 黃培在"四種少見的清代則例書"一文中論及本書云："《六部則例全書》，編者鄂海，姓溫都，滿洲人，纍官至川陝總督。自康熙卅六年（1697）出任陝西安察使開始，他即著收編輯本書，大概完成於康熙五十五年（1716），但收錄了晚到康熙五十七年（1718）的材料，這顯然是他人增編所致。原書十六冊裝，但現行本有四十冊之多.
